they tried to do that with i thnk it was called WAMMA or something like that. its completely meaningless and has no impact on anything because the only thing that matters is who the ufc has fighting in championship fights.
every other website out there has their own ranking anyway, and yahoo has their top 10 PFP rankings based on votes from like 15 different MMA writers. USA today has their rankings based on multiple media members.

There have been a couple questionable title shots handed out lately, but lets not jump the gun. You can make a very good case for the vast majority of title shots handed out.
This is different from other sports because it is a good 4-5 months between competing. In football you have a concrete ranking system based on actual stats. Not possible in mma. Nobody will ever 100% agree on rankings. There has to be a balance of most deserving and what can actually sell. These ppv's aren't cheap.
